On January 28, 2026, Supreme Smarty Fund Management Company Limited (hereinafter referred to as “SS Fund”) held its official opening ceremony at the Bueng That Luang Special Economic Zone, Vientiane. Distinguished guests from various sectors attended the ceremony, including Mr. Sulisak Thanouvong, Deputy Governor of the Central Bank of the Lao PDR; Ms. Phengsy Phengmuang, Chairperson of the Securities and Exchange Commission of Thailand; Mr. Siwas Thirakul, Director General of the Lao Securities and Exchange Commission; Mr. Oukphan Phaphithak, Chairman of the Shareholders' Board of Directors of the Joint Development Bank Public Company Limited; Mr. Sakhon Yorhanxay, Director of the Joint Development Bank Public Company Limited; Mr. Phonephet Lilin, Chairman of Supreme Smarty Fund Management Company Limited. and Mr. Phongsavath Leuname, Director of Supreme Smarty Fund Management Company Limited., as well as representatives from commercial banks, securities firms, and other intermediary institutions. During the ceremony, Ms. Phengsy Phengmueang congratulated Supreme Samati Investment Fund Management Co., Ltd. on its commencement of operations and stated that the establishment and management of mutual funds in Laos has progressed from "zero to one" today, which is a great achievement. In the preparatory phase, the Lao Securities and Exchange Commission (SEC) undertook numerous activities, particularly in legal matters. The National Assembly approved the enactment of the Securities Law (amended) in December 2019 and issued an order regarding the licensing of fund management businesses (amended) in January 2023. Furthermore, in December 2024, the Lao Stock Exchange will conduct training and examinations for top-level mutual fund experts to cultivate the necessary human resources. Ms. Phengsy Phengmueang added that in the next 10 years, the Lao economy will recover and grow rapidly, especially in the energy, mining, tourism, and agricultural sectors, which will present unprecedented development opportunities. Along with the establishment of the State Enterprise Reform Committee this year, the reform and listing of state enterprises on the stock exchange will further promote the rapid growth of the Lao capital market. This year, the SEC also plans to participate in the international organization of securities regulators. This will pave the way for broad future growth for the fund industry, particularly private equity and equity funds. The SEC is confident that Supreme Samati Investment Fund Management will leverage the strengths of the Lao Development Bank's client base and combine it with the capital market investment experience of Chinese investors to create mutual benefits and develop a successful fund business.
